As of December 2020, Singapore had the third highest rate of internet penetration within the Southeast Asian region. Out of the total population in Singapore approximately 4.8 million were internet users. Singaporean children get their first Internet-connected device at the age of eight, below the global average of 10, making them among the youngest in the world to go online. 93 percent of internet users in Singapore accessed the internet for personal reasons every day and on average people stayed online for over eight hours. To protect the high number of internet users, the city-state takes a strong stance against cyber-attacks. In 2018, Singapore’s Personal Data Protection Commission (“PDPC”) imposed the highest fines to date in respect of a cyber-attack on SingHealth’s patient database system affecting 1.5 million patients. SingHealth was fined 250,000 Singapore dollars as the data controller, and its contractor was fined 750,000 Singapore dollars for failing to take adequate security measures to protect personal data in its possession.

Online crime rates are increasing

A majority of Singaporeans either used their smartphones for looking up information on search engines or for social networking. With such an ease of access, the number of cases of people scammed by impersonators on social media has jumped by more than nine times in the past three years, with most victims - six in 10 - aged in their 20s to 40s. In 2020, there were 822 reported cases of love scams and 506 tech support scams.

E-commerce is experiencing a boost from the Covid-19 pandemic

In 2020, the e-commerce gross merchandise volume in Singapore amounted about four billion U.S. dollars. Shopee was the most visited e-commerce website with approximately 12 million monthly web visits. The site has become one of the most visited across Southeast Asia, boosted by increasing adoption of digital payments in the region and the Covid-19 measures all over the globe.

For 2025, it is estimated that there will be around five million social network users in the country. YouTube and WhatsApp are the leading social networks in Singapore whereas Facebook is currently losing their younger users to Instagram, WeChat and Tiktok.
